Narrative
By borrowing money against bond warrants, the city of Birmingham contributed over half of the $21.4 million purchase price for the property and transferred the title to Wal-Mart, which will build a Supercenter; smaller stores will be developed on the rest. According to the mayor's economic development liaison, Birmingham is not a rich city and doesn’t have a lot of bond capacity. It usually doesn’t put costs for developments up front, but "this was an exception because it was such a valuable project."
