Narrative
The state made available a $1 million Community Development Block Grant to enable the city to pay for infrastructure improvements at the site. The city also provided a property tax abatement that saves Wal-Mart about $80,000 a year, or $1.6 million over the 20-year life of the subsidy agreement.
