Narrative
The Bartlesville Development Authority bought the land for the distribution center for $675,000 and agreed to take possession of the building when construction was completed, leasing it back to Wal-Mart and providing the company with a property tax savings of unknown value. The city paid $3.2 million for water and sewer extensions, and the state will provide $4 million for the construction of an overpass. Wal-Mart has also qualified for the state's Quality Jobs Program, which provides cash payments of up to 5% of new payroll for ten years. We project that the value of that subsidy will be about $8 million.
