Narrative
DeSoto County agreed to construct a water and wastewater facility and to extend utility service to the site at a cost of $20 million. The improvements were financed with county, state, and USDA funds. The state provided a $2 million Economic Development Transportation Fund grant for road construction. Wal-Mart was made eligible to receive tax credits for locating in an enterprise zone, including a Jobs Tax Credit, a sales tax refund for construction material, and other tax incentives. It was also to receive Qualified Target Industry credits, which include a minimum of $3,000 for every job created, equal to at least $1.8 million overall. No dollar estimate for the total value of the state credits is available.
